The Surabaya City Government implemented a river normalization policy based on Regional Regulation No. 12 of 2014 concerning Spatial Planning (RTRW) for 2014–2034 as part of flood mitigation and spatial management efforts. This study aims to analyze the effectiveness of policy implementation using the Van Meter and Van Horn model, focusing on six implementation indicators. This research employs a qualitative descriptive approach. The data were collected through interviews, observations, and documentation. Informants in this study consisted of officials from the Surabaya City Government, particularly the Public Works Department (Dinas PU), local authorities, and community members living around the KalianaK River area. The findings indicate that the implementation of the river normalization policy has been relatively effective in terms of policy clarity, inter-agency coordination, and implementer commitment. However, several obstacles remain, including social resistance, economic limitations, and political pressures. Therefore, a stronger social approach, law enforcement, and community engagement are required to ensure the sustainability of the policy implementation.</p> Falindra Syahla Putri , Radjikan, Muhammad Roisul Basyar Copyright (c) 2026 Public Sphere Review https://creativecommons.org/licenses/by/4.0 https://psr.hangtuah.ac.id/index.php/jurnal/article/view/193 Sun, 29 Mar 2026 00:00:00 +0000 Evaluasi Peraturan Bupati Nomor 47 Tahun 2022 tentang Program Keluarga Harapan Inklusif Kabupaten Gresik https://psr.hangtuah.ac.id/index.php/jurnal/article/view/192 <p>This study evaluates the implementation of Regent Regulation No. 47 of 2022 concerning the Inclusive Family Hope Program (PKH) in Gresik Regency through the dimensions of policy output and policy outcome using Ripley's (1985) evaluation framework. Using a descriptive evaluative qualitative approach, data were obtained through in-depth interviews with seven key informants, non-participant observation, and documentation study, and analyzed using the Miles and Huberman (1994) model. The results show mixed policy outcomes: high service accuracy and accountability through consistent distribution mechanisms, digital transparency, and multiple layers of control; sufficiently inclusive access with home visit innovations, although exclusion errors still exist; bias can be minimized but is still hampered by data inconsistencies; and program coverage and suitability are still limited due to budget constraints and the dilemma of recipient rotation. In terms of policy outcomes, short-term impacts are evident in increased public awareness, high rates of community reporting, and improved implementation capacity; medium-term impacts are seen in changes in community behavior and government responsiveness. However, the long-term impact still serves as a basic safety net for vulnerable groups. The main supporting factors are political commitment, cross-level coordination, and electronic data systems; while obstacles include budget constraints, unsynchronized data, insufficient monitoring, and inadequate assistance amounts. The study recommends expanding coverage through funding diversification, data synchronization, strengthened monitoring, evaluation of the rotation system and assistance amounts, and integration with empowerment programs. As a public service that is closely related to people's daily lives, problems related to roadside parking services often become the focus of public attention. Public complaints through the Pro Denpasar media on April 2, 2024 and the finding that parking facilities for roadside parking services not fulfilled as regulated in Peraturan Wali Kota Denpasar No. 64 Tahun 2023 tentang Penyelengaraan Perparkiran Pasal 12 ayat (1) point b as well as the amount of levies received from roadside parking services in Denpasar City are the basis for knowing how the accountability of public services is. The method used in this research is descriptive qualitative with data collection techniques of observation, interviews, and documentation. This research involved 4 informants consisting of Dinas Perhubungan Kota Denpasar, Perumda Bhukti Praja Sewakadarma, Juru Parkir (parking attendantthe) and people who use parking services. Determination of informants in this research uses the technique purposive sampling and incidental sampling. Data analysis techniques use analysis techniques according to Miles and Huberman. The indicators used are the four dimensions of public service accountability according to Elwood (1993) which consist of accountability for probility and legal accountability, process accountability, program accountability, and policy accountability. The results of this study indicate that of the four dimensions of public service accountability, three dimensions of accountability, namely accountability for probility and legal accountability, process accountability, and program accountability have been fulfilled in the implementation of roadside parking services in Denpasar City. Flooding in Arosbaya Village has caused concern among residents; therefore, this outreach activity is expected to increase public knowledge and awareness of the importance of flood mitigation efforts. This study employs a mixed-methods research design, combining results from interviews and questionnaires using instruments such as observation sheets, interview sheets, and questionnaires. The results of descriptive statistical analysis across six aspects of knowledge indicate that the average level of knowledge among Arosbaya residents stands at 83.3%, which falls into the “good” category. Based on these data, the highest scores were found in the aspects of flood awareness and community cooperation, reaching 100% and 94.4%, respectively, reflecting the strength of social capital and the residents’ empirical experience. This study contributes to the development of a community-based education model for local disaster mitigation. From this activity, it is recommended that village residents collaborate on concrete actions such as community-based drainage repairs and routine community-based activities. The purpose of this research is to describe and analyze agile governance in the Wasit Vaksin complaint service and to identify its supporting and inhibiting factors. This research used a qualitative method with a descriptive approach. Data collection techniques were obtained through observation, interviews, and documentation, with informants determined by purposive and stratified random sampling. The data analysis technique used in this research refers to Miles and Huberman (2014), which includes data reduction, data display, and conclusion drawing/verification. The author conducted data analysis in accordance with the theory of agile governance proposed by Luna et al. (2015), focusing on four principles: human focused, based on quick wins, systematic &amp; adaptive approach, and simple design &amp; continuous refinement. The results show that the Surabaya City Government has not maximally implemented these four principles. This is because the application still requires updates, improved socialization programs for the community, and stronger coordination with the central government. The development of cultural-based tourism requires the involvement of various stakeholders with different levels of interest and influence; therefore, stakeholder analysis is needed to identify their roles and contributions. This study uses a qualitative approach with data collected through interviews, documentation, and literature review. Stakeholders are classified into four categories: key players, context setters, subjects, and crowd. The results show that stakeholders involved include government institutions, local communities, and supporting groups. The Department of Tourism, Bappeda, and DCKPKP act as key players in planning and implementing tourism programs. Meanwhile, the Department of Transportation, Environmental Agency, Satpol PP, and Diskoperindag function as context setters by supporting policies and infrastructure. Local communities, Pokdarwis, and community groups are categorized as subjects, while others are classified as crowd. Based on visitor data from 2021 to 2025, the number of tourists has increased significantly each year, indicating a positive impact of tourism development. However, coordination among stakeholders still needs improvement. In conclusion, the success of tourism development in Kampung Kemasan is influenced by stakeholder synergy. The focus of this study is to see how stakeholders and the community are interactively involved in interactive waste management planning with Ackoff's theory which has six indicators: chaos formulation, goal planning, means planning, resource planning, implementation design, and control design. This study uses a qualitative approach with a descriptive type. The data sources used in this study are primary data obtained from interviews conducted with the Surabaya City Bappeda, the Surabaya City Environmental Agency, Pakal District, Sumber Rejo Village, Nginden Jangkungan Village, and Jambangan Village. As well as secondary data obtained from books, journals, and regulations relevant to the research topic. The data analysis technique uses 4 stages according to Miles and Huberman 2014, namely 1) Data Collection, 2) Data Condensation, 3) Data Presentation, and 4) Conclusion Drawing or Verification. The results of the study indicate that interactive planning in Surabaya City has demonstrated the involvement of various actors at each stage. However, this still does not fully reflect every indicator in interactive planning according to Ackoff. This is because decision-making, policy formulation, and programs are still dominated by the government and the Surabaya City Environmental Agency. Community involvement tends to be indirect and uneven among stakeholders at all planning stages.
