Abstrak

This study explores the dynamics of collaborative governance in the preservation of traditional arts, using the case of Wayang Orang Ngesti Pandawa (WONP) in Semarang City as a focal point. Employing a qualitative descriptive method and guided by Emerson et al.’s (2012) Collaborative Action Framework, the research collects data through in-depth interviews, field observations, document analysis, and literature review, with triangulation and member checking techniques ensuring data validity. The findings reveal the involvement of various stakeholders including local government, art communities, universities, and civil societyin collaborative efforts such as joint performances, cultural festivals, training programs, and digital documentation. These efforts contribute to increased public engagement, support for artist regeneration, and cultural sustainability. However, challenges persist in the form of limited institutional capacity, unstructured funding mechanisms, and power asymmetries among stakeholders. Although the study is context-specific to Semarang and may not be generalizable to other regions, it provides valuable insights for comparative research on collaborative cultural governance. Practically, the study offers recommendations for strengthening multi-stakeholder cooperation in managing cultural heritage, while socially, it underlines the importance of inclusive approaches in reinforcing local cultural identity. The originality of this research lies in its empirical contribution to understanding how collaborative governance frameworks can be effectively implemented to sustain intangible heritage in the face of modern challenges.
