Pendekatan Top-Down dan Bottom-Up antara Pemerintah Pusat dan Pemerintah Daerah Masa Pandemi Covid-19

This study examines the dynamics of central–local government relations in Indonesia during the Covid-19 pandemic, focusing on the tension between top-down and bottom-up approaches in policy implementation. The pandemic revealed the limitations of the centralized decision-making model adopted by the national government, which reduced local governments to mere implementers of central policies. This study aims to analyze how the centralization of Covid-19 policy affected the autonomy and discretion of local governments, particularly in DKI Jakarta. Using a qualitative method through a systematic literature review, data were collected from academic articles, policy reports, and previous research obtained from Scopus and Google Scholar. The findings show that weak coordination and communication between the central and local governments created inconsistencies in policy implementation, especially regarding social restriction policies. The study concludes that the lack of collaborative governance undermined the effectiveness of pandemic management and highlights the need for a more balanced model that integrates both top-down authority and bottom-up discretion.
